How to work with GOTB Consulting
Start free. Move up only when it fits. Every step starts with an email to info@gotbconsulting.com.
Bid Packet Review (free for now)
- For: a firm with one live bid and a due date, especially subs and suppliers reading DBE/ACDBE goal language for the first time.
- You get: a written punch list on one packet: missing forms, goal-language gaps, deadline risks and a documentation checklist, plus one clarifying email thread. Not a rewrite of your bid.
- Turnaround target: 2 business days after complete intake.
- Email: info@gotbconsulting.com · Subject: Bid Packet Review
DBE Bid-Ready Kit (free for now)
- For: a firm getting ready to bid public work with no live due date yet.
- You get: a PDF kit with a readiness checklist, a common gap list and links to official sources.
- Please note: the kit explains DBE goal language for readers. GOTB Consulting makes no DBE or certification claim.
- Email: info@gotbconsulting.com · Subject: DBE Bid-Ready Kit
Scoping call (free, 30 minutes)
- For: anyone who has used a free offer, or needs SAM + UEI setup help, and wants hands-on work.
- You get: a free 30-minute call with Michael about your situation, then a plain written recap of what you need, what you don’t, and a scope if it fits. The recap never includes fees.
- Book it: reply to info@gotbconsulting.com.
Fixed-scope project (pick one)
Each project is one deliverable on a fixed timeline, with a written scope, a defined end and no promised outcome.
- Bid packet build: for a firm with a live solicitation that needs the packet organized: forms checklist worked through, goal-language and utilization paperwork lined up, a deadline map. I don’t write your offer, attend on your behalf, or promise an award.
- SAM + UEI setup help: for a firm starting or fixing federal registration. A walk through the official SAM.gov checklist, UEI, CAGE and TIN explained, a NAICS talk-through, and what to expect after you submit: allow at least ten business days after you submit before it becomes active. Registration itself is free at sam.gov. I never log in for you or ask for your password. Not legal advice.
- Procurement readiness: for a firm that wants to be ready before the next notice: a document folder, a list of registrations and prequalifications, a notice-reading drill, and a 90-day watch list of public notice sources.
- Fee: set on call.
Good Faith Effort file assist
- For: primes on USDOT-assisted contracts that may fall short of a DBE contract goal.
- You get: help organizing and documenting your good-faith-effort record against the factors in Appendix A to 49 CFR Part 26, the guidance referenced in 49 CFR 26.53. That means putting your outreach, follow-up, information sent to DBEs, negotiation notes, quotes and any assistance offered into a clear, complete file, organized factor by factor.
- Good to know: 49 CFR 26.53 says a bidder can meet a contract goal or document adequate good faith efforts to meet it. Appendix A says its list “is not intended to be a mandatory checklist.” When a non-DBE subcontractor is selected over a DBE, the rule asks for copies of each DBE and non-DBE quote.
- Recent rules (as of Oct 29, 2026): the 2025 interim final rule and the 2026 final rule did not change the good-faith-effort text. Appendix A is unchanged since 2024, and the only 2025 change to § 26.53 capitalized a cross-reference.
- Please note: This is document organization, not legal advice. GOTB makes no DBE or certification claim. The prime makes and signs its own submission. The awarding agency decides whether efforts are adequate; we don’t promise an outcome.

Retainer
- For: firms bidding public work on a regular cadence.
- You get: a monthly briefing plus a set block of bid-review hours each month.
- Fee: set on call.
Organization briefings
- For: chambers, civic leagues, utility community teams, universities, libraries and community organizations. Not for candidates, PACs or “approve our project” campaigns.
- You get: a 45–60 minute nonpartisan briefing in four layers: A monthly literacy option is available too.
- Literacy: the parts of the stack: compute, power, cooling water, land, jobs, interconnect.
- Power: first-principles questions: watts, water, who pays the upgrade, the interconnect timeline.
- Procurement: how to open a real public notice, find the goal language and the due date, and see who decides.
- Civic: a balanced conversation where each claim is labeled Verified, Reported or Contested.
- Fee: set on call. Sponsors get a credit line and disclosed funding only, with no content control.
